Review of Planning Application Validation Guide

Overview

The Council introduced a guide to its Planning Application Validation Requirements in July 2020. The Town and Country Planning (Development Management Procedure) (England) Order 2015 requires that where published, the local validation checklist should be reviewed and republished bi-annually.

Since its initial publication the Council has reviewed the value of the Guide in achieving its purpose to improve the quality and consistency of planning applications being submitted for determination. As a result it has concluded that amendments are required by way of a revised Guide to better reflect current requirements and to reduce unnecessary delays in securing documents that may not have added value to the appraisal of applications considered against the 2020 requirements.

As a result, certain checklist documents will not be required to accompany applications for more minor forms of development, however, the Council will seek supporting statements and reports to deal with issues such as phosphate mitigation, sustainable design and construction, electric vehicle charging, and sequential tests relating to flood risk issues. Guidance is provided relating to the form of supporting documents required and commentary is also provided in relation to the types of plans required to accompany each application type.

This consultation is for applicants, agents and others involved in submitting applications as well as statutory and non-statutory consultees.

The role of the Validation Guide is to ensure there is a clear and comprehensive proposal in the public domain which is readily able to be understood and assessed by the public. It is intended to improve application proposals but not to require submissions to be made “for the sake of it”. Your views upon the balance the Validation Guide strikes between these objectives is important to us.

What happens next

The consultation is open for 3 weeks. The results will inform the revised Validation Guide to be agreed at Full Council.
